Canon Point: Post-final battle with Van, and post meet-up with Florian (in the drama CDs). An exact range of dates isn't given, since it's implied they take care of political business after the final battle, but around a week after Eldrant right after she gets back to Daath.
Canon Point Explanation: It allows all the development she gets in canon (including anything that might happen in Eldrant) to stay relevant, but dodges the issue of having three years of independent character development if she was taken from the point where the party reunites with 'Luke.' The canon point also means she's taken from a point where she knows that Florian is safe in Daath.

When the party first meets Anise, she's searching for a green-haired boy in the rural town of Engeve. It's quickly revealed that the boy she's searching for was actually her charge as a body-guard, Fon Master Ion. Fon Master is a title bestowed on the leader of the Order of Lorelei (the main religious force on Auldrant, which holds a fair amount of political power), making Anise responsible for guarding one of the most important, and most influential people in the world. To this end, she's also Ion's friend and confidant, and, at the time the party meets him, is working with both him and Jade to help prevent war. When the party's vessel is attacked, she's thrown off-board, but still manages to keep a letter key to the party's mission safe until they're able to rendezvous. After she rejoins the party, she fights to help protect Ion.
That's not to say that her role in the plot is limited to just bodyguard; because both of her parents are in debt to the Order of Lorelei, she's also tasked by Grand Maestro Mohs to keep tabs on the party (while her parents are essentially held hostage). Because of her leaking information, Mohs (and the rest of the Order of Lorelei) has constant tabs on the party's whereabouts. She's also responsible for handing Ion over to Mohs near the beginning of the third act, which almost directly causes his death. While distraught over this, she rejoins the party (no longer leaking information) and continues to fight in Ion's memory. When the party meets another one of the original Ion's replicas, Florian, she secures a place for him in the Daath Cathedral, and takes on the role of his caretaker. She continues to fight with the party until Van's threat is finished, but as soon as the final battle is over she returns to Daath to go back home and help take care of Florian.
Personality: It would be difficult to find a cuter, more adorable little girl than Anise~! <3 At least, that's what somebody would assume from Anise's introduction. In many ways, Anise is your typical, adorable 13-year-old. Cuter than a button, pink is her favorite color, and she has lots of typical girly and childish interests to boot. Even her weapon is a stuffed animal, that she's able to control so that she can ride it around during battle. She punctuates her sentences with hearts, has a wide range of playful expressions, and fervently uses insults like 'meanie' to reinforce just how adorable she is.
Despite her initial 'cute' personality, however, Anise is, in many ways, the trickster character. When she's first introduced, she still tries to play off being the "cute little girl," which works very well, considering the fact that she is only thirteen. However, it's soon revealed that the cuteness is, in many ways, an act. While she tries to play off her cuteness as being innocent and helpless, she's actually nothing but. She joined the Oracle Knights to help clear her parents debt at thirteen, and became the Fon Master Guardian, essentially making her the bodyguard for the pope. She's seen battle, and because of her parent's situation, she understands a lot of harsh truths about the world, too. She has an almost fanatical fixation on money, although that's to be expected considering how much debt her parents were in.
In addition to this, she can be quick to anger, and has a pretty choice vocabulary for her age. Despite how demure she tries to come off, when she's thrown off the Tartarus defending Ion, she still screams "I'll kill you bastards" as she falls. When Ion brings this up later, she acts embarrassed, asking that he not bring it up in front of her 'beloved Luke.' At Kaitzur, she tries to use her feminine wiles to get the guard to let her in, but when he refuses her entry, she turns around, mumbling that he "better watch his back." The one thing guaranteed to trigger her anger quickly is someone scamming someone else; in one of the manga bonus chapters, she's out eating lunch with Ion when a pair of men come by bragging about how they've taken advantage of someone. Anise immediately flies into a rage, attacking them with Tokunaga, not realizing until afterwards that she'd dropped her 'cute' and 'cheerful' personality that she'd been putting on for Ion.

To this extent, she tries very hard to cultivate a set of skills that would be traditionally womanly and make her a valuable marriage candidate, such as cooking and cleaning. In many ways, she acts like an adult, and it's difficult to tell her age. After all, despite being thirteen, she's spent the majority of her childhood having to act overly mature; she's had to put up with the comments that everyone in Daath made about her parents, while having to deal with shouldering the burden of their debt.
Her relationships with the rest of the party mimic the other aspects of her personality, too. For Jade, she tries to act cute, but because he's smart enough to see through, it usually ends up being a wasted effort. In many ways, they're relationship is almost that of a parent and child, even though it might be hard to tell at first glance. She has the ability to cast a limited range of spells, and to activate and control her doll, Tokunaga.
Mental: She's had a lot happen, so she's pretty resilient. Since she had to help take care of her parents from a young age, not only does she know how to cook and clean, but she knows how to take care of herself and take care of other people. She's able to put on a smile when she feels bothered, and adapt her mood to best fit the situation. She's also been in combat and seen death, and it's implied that it's something she's accepted.
Emotional: As stated before, she's resilient, and she's been through enough emotionally that she could handle most things thrown at her. She's decent at masking how she feels, although she's an open book to anyone who knows her well enough.

She often overestimates how well she can act, and if she's trying to hide something, will come off as overly cheerful and look even more suspicious.
Emotional: Due to taking care of herself during her upbringing, she can have difficulty expressing what she's feeling to other people, especially if she's acting under some other force (such as when Mohs blackmails her into spying on the group.) She can get emotionally overloaded; after Ion's death, she breaks down crying, relying on Luke for support. In the final scene when the party bids goodbye to Luke, she's seen wiping away tears, and is the only party member to be seen crying. She can get emotionally involved, and is quick to anger, especially if she sees somebody scamming or taking advantage of another person. When she is angry, she shouts and curses, and wears this, along with many other emotions, on her sleeve.
Anything else?: Can she show up with Tokunaga? He's been modified to react to her fonon frequency so she can control his size and movements at will, but I'm not sure if he'd count as a magical item.

Third Person: Free time wasn't something that Anise was used to, and she wasn't sure how to cope with suddenly having so much of it. Before she left with Ion and the Colonel, she'd always been running around doing stuff for her parents or the Order, and during the journey they so busy they rarely got a good night's sleep. Not that she was going to complain about having all the time she could ask for and everything she wanted for free (although she was still angry her wallet was missing), but it gave her a little too much time to think.
She'd been using the free time for cooking, mostly, since whoever had left her in this cottage had been decent enough to leave her with a fully-stocked kitchen. But, even with all the nice new gadgets and unlimited food to try recipes on, she found that she was still thinking too much.
Okay, so maybe part of the problem was Ion. Or, all of it, really. She hadn't said anything to anyone, but she had been having trouble sleeping back home. The journey had ended, and the more time she'd had to think about it, the guiltier she felt. It was like a constant nagging; even though she swore she'd continue Ion's legacy, and even though she was channeling all of her energy into taking care of Florian, it still didn't erase what she did, and it was something that she was going to have to live with for the rest of her life. If nothing else, she understood a little more how Luke felt after Akzeriuth, and why he'd made the choices he did. She didn't want to die, but if there was a way that her death would bring Ion back, she didn't doubt that she'd take that option. Ion hadn't deserved to die then, and he didn't deserve to still be dead now.
But here, Ion was alive, and so everything should have been okay. Except, it still wasn't. Just knowing that he was alive again somewhere made her happy beyond words, but it didn't make any of the guilt go away. She was still the one responsible, only she couldn't avoid facing it anymore. She'd seen him, she'd talked to him, but it didn't make her feel any easier about getting close to him again. He'd forgiven her, but it didn't make what she did any less real, and it didn't make her feel like she was any better for him.
On top of everything else, people disappeared from Luceti, and one day Ion might disappear too, and then he'd go back to a world where he was still dead, and she'd be left to deal with the guilt of killing him all over again.
